Is the Jobs Manager broken for anyone else?
I have all my TSTO walking around idle, but Jobs Manager only shows 17 are available for job assignment. Very odd. :s

Do you have a mission that requires several characters in your task book? That will do that to you.
An example - Send Springfielders to The She She Lounge.
Most of the characters can do this so until you check it off the list it won't free up the characters for the job manager.
