Is the Jobs Manager broken for anyone else?
I have all my TSTO walking around idle, but Jobs Manager only shows 17 are available for job assignment. Very odd. :s

probably because you have a daily task the is requesting the useage of multiple characters. when they have a "yellow font task" they will not be eligible for tasking through the "jobs manager" or whatever building that is.
