Is the Jobs Manager broken for anyone else?
I have all my TSTO walking around idle, but Jobs Manager only shows 17 are available for job assignment. Very odd. :s

I expect this is just players getting confused between rushing and collecting. The Unemployment Office can be used to rush all tasks (including for FREE when 90% complete) but afterwards you still have to go and collect all the income and XP. This is a great feature that's not always obvious to everyone - in order to rush all tasks for FREE ($0) it's very important to start characters on the same length tasks at the same time, i.e. don't start any more characters on the same length tasks later, otherwise they won't be ready to rush for FREE at the same time as all the tasks that are already in progress.
I use the 'rush' feature frequently, sometimes I can get 16 or 17 hours of tasks in a time span of around 15 and a half hours. This is just after 3 hours 36 minutes on 4 hour tasks:
