Jesus Bear?

It seems like most of the bears in my town appear in the water off the coast of SH, then go through there and the tunnel into my town. Though that water is so full of jetskis that they're pretty much walking on those.

Maybe they are not pacifiers but rebreathers. Scuba bear.
