Johnny Tightlips, Princess Kashmir, or Vegas Wives?
I guess the first thing you need to decide is if you want to get a character that will earn event chips/tokens. If that's the case, rule out the Vegas Wives.
After that it is probably down to preference. Johnny and Kashmir are the same price and will do the same job for this event. Just pick what you prefer - personally I'd go with Kashmir because I think there's enough casino-specific item/buildings unless you are building a casino area.
As far as being able to earn tokens for the next act, I think almost certainly yes.
