You get Kodos with one of the Halloween Prizes, the steam-powered spaceship, I believe.
I'm too lazy to find a sideshow bob shaking his fist gif, but that's what I'm doing at you right now :)
You get Kodos after you unlock the Ultrahouse 2, place it, and finish the quest. He'll start attacking the Ray Gun, and you shoot her down like Kang last year.
