Kang (or Kodos?) shooting at ray gun
I've seen this as well I presume it's a bug. However it may be a way for people who didn't get Kang to get him as a character. That is pure speculation though

Since you have Kang, have you seen this yet in your own town?
Not yet. None of my friends have Kang so I can't confirm if it happens in their Springfield.
