Kang (or Kodos?) shooting at ray gun
I've seen this as well I presume it's a bug. However it may be a way for people who didn't get Kang to get him as a character. That is pure speculation though

The only reason I think it's a bug is that when visiting friends towns you can't use the ray gun to shoot him down. I spent the money to get Kang so hopefully this wasn't in vain. Next time I see him I will play around and see if there is a way to deal with him, maybe clicking directly on him will do something.
