Do they do anything besides increase the payout for the Adult Halloween tasks?

Depends. If it's a cheap skin and it's premium, I take notice.
If the skin does something special (like Witch Marge or Monty Moneybags), I take notice.
Unfortunately, that rarely happens and those donuts are usually much better spent toward an actual character.
