My belief is that only the main voice actors from the show are included in the game. Possibly due to contractual agreements, possibly they get a back-end on EA profits (my strong guess is the former).
Milhouse is voiced by Pamela Hayden, Fat Tony is Joe Mantegna, Edna was *sigh* Marsha Wallace. None are voiced characters in TSTO. I doubt they had to sign over the rights to their work to negotiate the massive pay increases the main six actors (Dan Castellaneta, Harry Shearer, Hank Azaria, Nancy Cartwright, Julie Kavner and Yeardly Smith) fought for and received. That's why I believe that Fox said, "You want millions of dollars more? Then we'll need in exchange the exclusive right to your voice work." - or something to that effect.
Of course I don't know if in-game characters like Luanne or Kearny are voiced, so I may be wrong.
Also, because of this, I doubt we'll ever see Troy McCure. Even bigger *sigh*
Edit: How could I forget Nancy Cartwright? D'oh!
