Yes, with Halloween all characters (except Homer) can only have 2 on going quests/triggers. So if they triggered something for like Krustyland and/or for another character (like if you have Agnes and Skinner has to crash at the Buddhist temple), then something they triggered needs to be completed before they can trigger the next task.
Just keep completing tasks, and it will appear.
