Not everyone played through the X-mas Event, therefore those people wouldn't have the Tokens.
No, but it's a Level 40 benefit, so it's going to take time for new players to get that far. And if we get to 40 by Valentine's Day, have another token generating item appear for the newer folks.
They could re-release older content for newer players, stuff that veteran players would already have, after all, think about all these updates that have brought in the older content for newer players, we get something new for ourself's while you get an item to catch up. So it's fair to all in that respect, so if its a level 40 celebration, it would have to be content that can be used for newer players aswell. But at the same time, just because you might not be at level 40 when it arrives, doesn't mean it can't be celebrated for people who are.
