You can put pavement under the grave after placing on grass, though. (Most "grass only" decos that I know of work like that. Makes me wonder why they bother.)

It's for the unsuccessful therapy patients who jump into water to kill themselves. Death by drowning will be classified as a 'natural cause', thereby increasing the Center's percentage of cured people. :P
