actually what I think may be happening with the 5 (or 10 with elite license) snake limit is that the limits applies to your snake count and not snakes actually whacked/tapped on- because I swear I tapped on about 20 snakes in one town but a whole bunch of them dropped eggs rather than snakes so I only collected the allowed 10 snake points alongside the eggs.
