Making way for active neighbors
Inactive for months and need room for events.

I will only delete neighbors if there is evidence to suggest they have ditched the game permenantly or if they have just appeared on my friend list (I'm not sure if anyone else has experienced this but I often have new people on my list without me even getting a friend request)
As long as people visit during events, I'm happy.
