I currently have 100 neighbors and make a point to visit each and every one of them every day (only tapping the "undesirable" buildings if that's all there is available at the time of my visit, which is rare but does happen). Sometimes I revisit a few, just to look around a bit more at the towns that have nice looking layouts. I tend to put my citizens on hourly tasks during the day, only setting them on longer ones if a quest requires it or it's time for sleep.
I realize though that not everyone has the luxury of making that sort of "commitment" to the game, so I wouldn't necessarily axe a neighbor if they don't visit me every day, but it would certainly be grand if they tried to visit as often as they are able.
I think I have only removed about 6 in total so far, quickly replacing them with new folks who'd been patiently sitting on my "waiting for approval" list. As for my criteria for axing a neighbor, many factors are taken into consideration when making that sort of decision.
Have they visited at least once in the past week? While I don't expect neighbors to visit daily like I do, I think it reasonable that they put at least some kind of effort to visit a minimum of once a week.
Are their citizens working? Townsfolk engaged in tasks = active neighbor. If most or all of a neighbor's citizens are just aimlessly wandering the streets most of the time, that's a red flag to me.
Does their town crash my device? While I've yet to encounter this problem, it is definitely something that would be a "deal breaker".
Has their town been updated? The upcoming Christmas update will be my first full event (I started playing at the tail-end of the Thanksgiving bit), but as suggested by others, if I see a neighbor still lacks snow about a week into the Christmas event, I think it fair to bid them goodbye and welcome a new friend into the fold.
Other than that, I don't mind house farms or little to no clear city planning or oddball usernames, etc. I figure as long as we help each other out in some form or fashion through visitation, I can look past the rest.
