When buying premium content, I don't think that it is out of line to expect that there will be a quest line if there was one in the past. If it requires other things, then those should be offered. I would have no issue paying for Mayan Homer if that is necessary. Paying donuts for a skin that has no visible tasks as it is now is just a waste of donuts.
