After the act1 my playground is not yet fully upgraded... how can we upgrade it?

You'll be DOOMED! Nah, it only seems to affect the visual appearance, so it really just depends on how you want the bases to look. The 20% bonus is all that matters when it comes to maximizing event currency payout.
