From another thread on similar issue. Make sure your on the right quest. You might be doing the character quests instead of the zoo quests.

I had exactly the same problem. Turns out Larry Kidkill had somehow been diverted onto his side quest of Krusty Burger. I was worried there was some sort of glitch with my game so I donuted through the quest - hate wasting donuts like that but it's quite long and I wanted to get started on jobs. Anyway once that's done he goes back to the 6 second zoo quest and then the jobs are available at the zoo gate. Hope this works for you.
