I appreciate that the bit you built because of an earlier glitch makes it look flat but the sloping tunnels and heightened beach front suggest otherwise. Not trying to be an ass but just pointing out the practicalities- you could probably get away with it up to a square away from the shore, but then there'd have to be some kind of hill.
