Correct. Only characters voiced by the main cast (with the exception of Groening) have voiced characters in Tapped Out.
Completely off topic but I love that scene with the Juice Loosener lol. The part where Dr Nick says 'Not anymore' and then Troy McClure slaps his face as if it's mimicking the shopping channels or something lol
"I can't believe they invented it" is classic Simpsons. Troy and Homer smashing oranges against their faces to squeeze the juice out still makes me laugh every time.
