Mr Plow donut/truck

Did Mr. Plow’s truck originally come with the Mr Plow skin, or is this a first time offer?

Second part, if first time, has anyone received it with donut purchase?

I have the skin, so may have the truck already, but I cannot find the thing in my town. Figured I’d ask.
