You should be able to pick up some, if not all, tapping gamblers in your town. If you're short a few towards the end of the day, then spin at Moe's.

i have had that task on my list for 3 days now and all i need is one more coaster
Yes!! Be patient, don't panic!! I had keychains, then coasters the next day. The keychains took a day and a half, but I got them without using the gold tokens!
