Mystery Jack O' Lantern?

Ummm I don't have no option to buy anything I just have a thing to fight monsters, sending kids to trick or treat, and the usal stuff. Is it after I finish a task for Lisa or somethIng or is it supposed to be in the game no matter what quest you are on? Kinda making me mad if it is glitched and not in my game.

I might not be ahead in the quest lines so if it activates after some quests maybe that's it?
