Need some opinions on which Stonecutters to purchase

So my daughter (who is a fairly new player at level 34) has 80 donuts. I figure the best way to use them is to purchase the awesome Stonecutter skins. But it’s been forever since I’ve played that even...

I’m gonna see if she can earn 20 more donuts to get to 100, so she can get the Homer skin. Then she can go with the other cheaper skins. So can anyone confirm you HAVE to have the buildings to have premium payouts?
