they even went backwards as they called this patch2, (they skipped the number last time), the prev. was 3 ok ea. let's see

Is there already a character on a flight to the same country (but another city)? I had that issue. You can either store the character or wait it out.
If you don't have someone traveling to that country: Write down the full list of standby characters from the flight list. Exit the list. Send all those characters on tasks. Go back to the list. You destinations may have reset. It works sometimes but not always.
