Given the varied replies, clearly something is up. I play several times a day, don't spend donuts and never have trouble obtaining prizes. I was able to hoard bags for a couple of days after finishing phase 1, but somehow I'm still about 1500 ray guns away from the copter. I'm not worried, yet, but I would have thought I'd be further along at this point.
