Number 51 quest locked

I noticed today there was a task for Number 51. Prove his existence and it says quest and it's locked, although I thought I was done with his questline. I've had all my characters free with him and nothing initiates. I have the exploration inc building which says it's where it's located so I'm wondering why it isn't initiating that quest. Any ideas? I'm sure it is me missing something.

    Might be worth trying, store him and the exploration inc building. Maybe it will release the snag when you replace them. Try both, placing one first, then the other first. Go to KL for sync between storing and replacing, try to force the task to reset.
