There is absolutely NO reason why the tunnel couldn't be moved left or right on the mountain range in single-square increments.

I think the reason is that the size of the mountain blocks is a fixed size (have a look at the repeating pattern in the mountains), the same size as the tunnel block and the Homerlayas. In order to make it shift by only one square, they would have to change the way they do the graphics overlay for the entire mountain range, which would be like adding many more individual items to your SF and would undoubtedly slow things down more and reduce the item limit rather than increasing it like everyone wants. Yes, they took the easy way out, but I don't think it's quite as easy to solve as you make it out to be. Don't forget that roads and paths can't be moved by just one square either.
I'm not saying that it isn't a tremendous inconvenience for a lot of people, just saying that the solution may not be as easy as you think.
