Clinton also caused a massive housing bubble that burst and caused a recession in 2007/08. Also he shipped off American jobs to China/India/Mexico - always a smart move economically forcing 40 and 50 years olds to look for jobs that they weren't qualified for anymore.
Bush blindly followed bad Intel into a war with no exit plan, also helping fuel a recession.
