Optimum level for upgrading Opera House?
thought I saw level 9 gives tasks to the 'saints' to cover all the groups for theater mask jobs.

I agree with Level 7. I dont see how you can earn the DNA/Masks back by the little payout increase. Saying this, my Monsarno is level 15 and herbicide 13 (I may go to herbicide 15 though - maybe :!: ).
The problem with the upgrades is that it mostly just unlocks groups of characters, not new characters. Payout increase is negletible (even if it sound good in %, it is still just 1 or 2 more of each). So you would find several different tasks for one character, but still none for Marge or Luigi, blue haired lawyer, Mindy just to name a few...
in the theater/mask case, it seems to have unlocked a couple new ones so far... Luigi and Arti Ziff now have tasks with the entrepreneur group to 'sell seat cushions', so at least they can be useful now.
