Optimum level for upgrading Opera House?
thought I saw level 9 gives tasks to the 'saints' to cover all the groups for theater mask jobs.

According to the Wiki, there's no increase in payout after level 7 until level 10, and the increase is very small. Also, only criminals and saints have jobs added after 7, and there just aren't very many of them. I think it would be tough to make back the materials spent upgrading after 7.
BTW, I say this as someone who upgraded Monsarno to level 28: as a rule, I'm not afraid of upgrading!
I calculate diff.
Example:
In 3h I go to work for 8h ( no chance to tab in those 8h)
If I am lvl 7, I get them to work 4h, 6h, 8h, 12h .. and after work I get those payout
If I am lvl 9, I get them to work those 3h I m still at home (some 2h, or 1h) and before I go away back to 4h, 6h, 8h, 12h...
It gives me a profit of 3x 1h + the long task
