Please do me a favor, so I know I'm not insane. Next time you're out of your town for over 6.5 hours (just to leave some leeway) tap the 30 you first find, and then see whether a second wave comes along. You were right about that initial 30! My bad on that one.

I just tested in one of my feeders which I haven't cleared out of criminals in days. I put all my other characters on indoor tasks except poor Kang who won't go indoors. I haven't been working the event much in these towns, but this is from just a few minutes ago, when I went to test my theory. This town is annettemarc7. (Don't ask.)

As you can see from the first image, there are a bunch. In the neighborhood of 30. (Sometimes I get a few stragglers who go off the road)

Keep an eye on the rod counter. The first image has 1,367 rods. Pre-tapping.

The second image is about halfway through. As you can see, the counter shows 1,742. A difference of 375 (25 criminals tapped already.) If a town only held 30, there should be 5 remaining.

What I noticed was that a second "wave" started flooding in from the left of the screen, as I cleared out the pack. Just out of nowhere. There had been no criminals in that area at the start. Its mostly empty land (a strip or two). between this section and Squidport. So I know for certain there was nobody over there.

That 3rd picture shows the count now at 2,207. That's 56 crooks. The one guy is still there, and I guess the other three decided to stay on Squidport to escape my finger. (My Squidport being minimalist, at best.) ;)

So that's what happens in all my towns. Im ashamed to say how many towns i have. (Hint: 12.) I don't doubt your experience, however! During the Easter event last year, I kept hearing rumors of "banks" of extra bunnies and only got the bank payout a few times that whole event. :(

But would you test in your town and see if its working?
