Ok, so I got up and counted the criminals in my Premium town... 30.
Then I carefully tapped through it (Premium town is slightly larger than the Freemium town)... I counted about 60.
So there is some sort of bank.
I tried to count on my Freemium town, but I kept hitting multiple criminals.
Here are the numbers:
11920 - 10086 = 1834
11286 - 9579 = 1707
Of course I tapped out 32 neighbor taps in Freemium and 18 neighbor taps in Premium. Plus 2 Felons in each town at ? pies each...
I've thought about starting a third town just to do some criminal counts at various times, but there's no way I know of to delete it so it just doesn't feel right.
