Compression sucks. Shades/tints of red get the worst of it, followed by greens, and then blues. This often causes a lot of variation when an image had been shrunk by a basic resize tool (like image sites have) rather than a professional tool like Photoshop (and it can even happen there if the options aren't carefully selected.) So, really, the compression noise is almost proof that this image has never seen Photoshop.
