The random tasks assigned seem to be based on what "independent" or "wandering" visual tasks a character has. If it requires an item or building, your neighbors won't see it unless you assign it. E.g. you'll never see Lisa reading a book, because that requires sitting under a tree. You'll probably see her playing her saxophone, because that's an independent task.
Right, and that's why Otto, Legs and Louie just wander about when on an indoor task. Are there others? The thing about Largo is he has a couple independent visual tasks and (from what I've seen) he never gets assigned one of them. Do you know if that's true for others?
Edit: Oh, and if all your characters are on task, I can check for any wanderers.
