And maybe I shouldn't admit this, but when I have room, I let the random requests accumulate until I've got about 15. Then I sit down on Origin and individually check each one's friends list. If it's less than 20, they're probably just starting out, and I decline. Otherwise I google to see if they post here or on the other board, or if they have a hot town. Sounds stalkerish, but for me it's better than just clicking no for everyone, and it has fetched me some really awesome neighbors.
