The ability to buy the Ray gun appeared sometime in the questline between Lisa's 45s question Kangs motives and before the game prompted you to send the kids trick or treating. Cletus had some dialogue (ie an exclamation mark over his head) so try seeing if Cletus free will trigger the appearance of Ray gun in store (store, click on go to red arrow under the Halloween graphic and it should appear) if that's not sufficient try Kang free (sorry not more precise it was in the grind of shoot down a neighbors UFO, squish 3 friend aliens and before the send kids trick or treating
