Release more felons!!
I'm hoping in issue 3, either more felons are released or another source for handcuffs.

I completely agree. I also have a horrible drop rate for lock picks. I tallied the drops during different times of the day, n different days, and I'm only at 6.23%. I'm happy with the event and prizes, but I wish we could have more felons and a higher drop rate.
This isn't the fiftieth thread about lockpicks you were looking for handcuffs are what's being discussed.
