This is the dumbest question and i think i already know the answer but is he an NPC. Is he really worth it as in a premium character?

Yes, the Egg Counsel Guy is an NPC. He wanders around town, and if you have him and tap him; he tips over and flails around for a bit before getting back up on his feet.
