It doesn't actually launch for the person who owns that Springfield, when they look it will be still sitting on the launch pad still, it's just for your own personal amusement that it appears to launch, there are quite a few other items that a visiting neighbour can interact with, you can use their transporters, drop the new year ball, suddenly my mind has gone blank so just have fun and if you have the time try tapping various decorations in your neighbours Springfield and see what you can interact with.

You can also tap the various leprechauns and they will do their animations and run off. The yupprechaun will even pay money.

One of my favorites is that you can ride your neighbors monorail. Just tap one of the stations and the menu comes up.
