I do this, too. If there is no tile, I tap a Squidport building or something right in front of Squidport to let the person know I checked. Then I look for the farm and Channel 6. If I can find them and they are not available to tap, I tap a building nearby to indicate I tried.
There are times I enter a neighborhood that has a message or arrows pointing other buildings and none of them are available for me. I had been assuming those items were in rebuild mode, but perhaps I'm not seeing them for another reason? Whatever is happening, tapping on other items in the neighborhood does not mean I am ignoring requests. It just means I wasn't able to fulfill the request at that time.
