The tile is the first thing I try to tap when visiting a town. But strangely there are times when I can tap a tile on the first day, but I can't see it on the second day. I could only assume that the player has accidentally tapped their own tile and needs to go through the build process again.
The only other time when I can't tap the tile is if the town is too large to load. I've been to some where it scrolls one notch once every 10 seconds, sometimes even crashing my phone. In those cases, I just try to tap the highest value buildings.
