I just followed him for about 15 minutes straight. After about 3 taps he gives either 7 bucks a pop or 2 XP. He will run for about 4 seconds and either stop behind a decoration or just slow his pace. You can tap him again once he does either of these things. He never disappeared anywhere that I could not tap him again... Alas, no doughnuts, but the 4% increase is almost worth the 150 dougnareeenoes you have to shell out.
