I think Snowy river is wrong .....
1) hats and mistletoe has nothing to do with it ....the crafting currency is bows and baubles
2) remember Halloween when you could craft wailing walls in every act throughout the event, new prizes were added for each act but none were removed
So it was fair for players to assume there was no rush to craft
