Smithers glitch?
I've had this. I think I just stored the control building. If that doesn't work, try storing Burns' Manor.

UPDATE: Things got worse tonight on the Smithers-glitch issue. Like a doofus, I put Smithers and Burns on the Money Fight task late last evening. A little while ago, decided to end it and release Smithers before going to bed ... Didn't want to risk having the job end and no way to find him if he disappeared, as he had the last time.
Tried storing the Control Building. Crashed my game. Forced close, tried again. Crashed again. Did same with Burns Manor. Every time I tried storing either building I got a crash. Same result on my android and on my ipad. Crash crash crash. Just to be sure it was only those two buildings, I stored Madame Chaos, and also the Wiggum house, and both stored just fine.
Finally spent donuts to rush the Money Fight and Smithers was released as expected, walked happily away, in plain view. No disappearing.
But be warned ... Do NOT expect that storing the building/mansion will be an option for releasing Smithers. It worked yesterday, but not today. In my town, I've decided to leave him untasked completely until they fix this.
