I dunno what show you were watching, but it was always pretty clear to me. But, like most of the characters on the show, his traits have been exaggerated in later seasons.

    Maggie is in her 20's, Lisa and Bart are pushing 40 easy by now, but they still look like children! I reckon they feed them something that has stunted their growth. However, the biggest shocker for me was:

    Painter: Cows don't look like cows on film. You gotta use horses.
    Ralph: What do you do if you want something that looks like a horse?
    Painter: Ehh, usually we just tape a bunch of cats together.

    Now that blew my mind.
