I don't think it's a bait n switch. I think it's just sloppy software coding -again. Remember, this is the game that was so buggy when first released that EA had to pull it off iTunes for several months just to clean it up.
I'm guessing this bug resets some kind of "flag" in the player's profile that tells the game that the player has earned the whacking license and can go into other towns to collect snakes. That's why the only way to solve the issue right now is to spend 50 donuts to buy the elite license. When you do that, the flag is set again and the game again recognizes that the player is allowed to collect snakes from other towns.
