So the lights are a prize for sending people on quest tasks, as opposed to being able to buy them for in game currency (which is accumulated through building payouts... and sending people on tasks). Either way, the lights are generally not what would be considered premium (unless they are for a premium building like Frink's lab). You can make your town very festive without spending any real money, provided you're willing to do some tapping. Which shouldn't be an issue in a game called Tapped Out.
Making them prizes was the cheapest excuse for not offering something better. I mean it's literally the least they could have done for a so called prize. Which they did.
