So when Springfield estate reaches 2 Billion,
How is ranking being done for 2 Billion neighbours since no further estate value increases is reflected. Is it via alphabetical order?

I've upgraded everything now, and I am nowhere near $2 billion. If I bought the premium buildings and decorations I didn't pick up before it would add around $12, which would bring me closer to $1.6 billion.
The only other way is to produce lots of decorations, but that's not practical. And who needs all those jet skis?
That's were I am right now, 1.6 billion and can't see crafting 400 million of decorations.
